This is the black version of the uni-ball PWE-3MS chalk marker, a marker with a fine bullet tip that uni-ball says is for use on non-porous surfaces, including glass and window surfaces, mirrors and metal.

The page lists a fine bullet tip of 0.9 - 1.3mm. The page names no ink type or colours and uni-ball lists no chalk marker safety data sheet, so we state none.
