Split the two before buying either. Active filing lives at the desk or in a cabinet and is judged on how fast a file comes out and goes back. Archive storage lives in a room and is judged on stacking strength and whether you can read a label from the aisle. Buying archive boxes for active work, or binders for archive, wastes both.
