Dark Indigo is a very deep navy, and in light shading it lays down as a dark blue grey. That makes it a useful stand in for black in shadows, night scenes, hair and the darkest parts of a drawing, where a touch of blue keeps the dark from looking flat.

Per ACCO, Procolour pencils are highly pigmented with a smooth colour application, and the core is strong, smooth and richly coloured. ACCO call the texture wax that glides like oil. Both are dark blues in Procolour. Dark Indigo 35 is the deeper, near black navy, and Midnight Blue is sold separately as shade 40.
ACCO do not publish blending guidance for this code. Procolour has a wax texture, so a colourless blender pencil is a reasonable thing to try on a test sheet first.
