You can use them completely dry for smooth, vibrant colour on paper. Adding water activates the pigment and transforms it into a rich, ink-like finish. Both approaches are valid and can be combined in the same piece.

Yes. Once the water-activated colour has dried, it is permanent and will not lift or reactivate. This means you can safely layer additional colour, washes, or mediums over the top without disturbing your earlier work.
