Ink chemistry is the decision. Dye-based ink soaks into paper and dries almost immediately, which is what a busy office counter needs. Pigment ink sits on the surface, stays opaque on coated or dark stock and takes noticeably longer to dry, so it smudges if the document is handled straight away.
