It is the tongue of mat that reaches under the desk, with a notch cut so the mat fits around a desk leg or a pedestal instead of stopping short of it. It gives you covered floor where the chair actually sits. If your desk has a solid panel end or a cantilever frame, a plain rectangle is usually the easier fit.

Floortex's own guidance is the clearest answer. They recommend PVC chair mats for light or occasional use and for home offices, and they call polycarbonate the most durable chair mat in their range, saying it will not curl, crack, discolour, dent, smell or buckle under normal use. So PVC for a home office or a desk used now and then, polycarbonate for a workstation in daily use.

Floortex state their PVC is free from ortho-phthalates and other toxins, including lead and cadmium. That is their statement about the material, quoted as they word it. This is a hard floor mat, so Floortex give it a smooth underside rather than grippers. It sits on the floor under the weight of the chair and the desk. Floortex do not publish an adhesive or anti-slip backing for it, so on a very smooth polished floor allow for a little movement.
