No. This is the standard brown, code 120008. ACCO Australia sell dark brown under a separate code, so check the code before ordering.
ACCO Australia and Artline make no claim about using the 200 under wet media, and the ink is described as water-based, so test a sample before painting over your linework.
Per ACCO Australia, the water-based ink will not even bleed through thin paper. Artline's own site hedges, saying the pen is less likely to bleed through paper that is 110gsm or above.
