Measure the diameter of the cable, not the tube. This cassette shrinks onto conductors between 1.6mm and 5.4mm across. Below 1.6mm the tube will not grip once shrunk; above 5.4mm it will not slide on in the first place. The 9mm figure in the name is the flat width of the tube before shrinking, which is why it looks larger than the cable it suits.

No. A wrap-around label sticks to the cable and can lift at the edge over time. This is a tube that slides over the conductor and shrinks tight with a heat gun, so it cannot peel or rotate. It has to be fitted before the cable is terminated, or over a disconnected end.
