Refresh rate is a ceiling rather than a promise, and a machine producing half the frames sees none of the benefit, so the display and the graphics hardware are one purchase. Response time reduces smearing on fast motion. The trade-off is panel type, since the fastest panels historically give up viewing angle and colour accuracy.
